Paul Moseley of New Forest Runners claimed second, with Damien Hayward of Royal Manor Portland accepting third place for the second time in a row.
Dorchester's Lyn Cotterill stormed home to take victory in the women's race, recording a time of 46:08.
Salisbury's Julie Densham was second with Totton's Katherine Smith in third.
The team award went to Poole AC.
