Suspected controlled drugs and a large quantity of cash were seized after police stopped people in Weymouth.
Officers conducted a search under the Misuse of Drugs Act after detaining the people in the Park District yesterday.
Officers from the West Dorset County Lines Management Team were involved.
County lines is the term used to describe urban gangs supplying drugs to other parts of the UK using dedicated mobile phone lines. The gangs are likely to exploit children and vulnerable adults in order to move and store drugs and money.
A Weymouth & Portland police spokesman said: "Two people, who are not local to the Weymouth area, were arrested on suspicion of drugs supply offences and remain in police custody. Enquires continue.
