The Borough of Weymouth and Portland Road Traffic Regulation Act 1984 Temporary Prohibition of Through Traffic

The Borough of Weymouth and Portland Road Traffic Regulation Act 1984 Section 16(A) Temporary Prohibition of Through Traffic (Special Events No 1) Order 2015
Weymouth and Portland Borough Council as agents for Dorset County Council give notice that with the consent of the Secretary of State for Transport under Section 16(B)(6) of the Road Traffic Regulation Act 1984 in connection with the following events it has made an Order for the various traffic control measures detailed below:
1. Quayside Music Festival and Tea on the Quay

(a) Sunday 5 April 2015 - Tea on the Quay

(b) Sunday 3 May 2015 - Tea on the Quay

(c) Sunday 24 and Monday 25 May 2015 - Quayside Music Festival

(d) Sunday 19 July 2015 - Tea on the Quay

(e) Sunday 30 and Monday 31 August 2015 - Quayside Music Festival

On the above dates Custom House Quay (from St Mary Street to Town Bridge) will be closed to vehicular traffic between 9.00am and 11.00pm.
Pedestrian access to the area between the 'Rendezvous' and St Mary Street will be restricted. Pedestrians will be permitted to use Town Bridge Steps upwards from Custom House Quay to Town Bridge only.
The alternative routes for through traffic will be from the west via Commercial Road, Lower St Alban Street and St Thomas Street to St Edmund Street and from the east via St Mary Street, St Edmund Street and Lower St Edmund Street to Commercial Road.
The diversion route from the west through Lower St Alban Street and St Thomas Street will mean that the Prohibition of Driving Order in Lower St Alban Street which starts at its junction with St Nicholas Street will be revoked temporarily between these hours. In addition, the residents parking spaces will not be available on Custom House Quay outside the 'Rendezvous'.
2. The Fayre in The Square - Sunday 24 May and Monday 25 May 2015

Trinity Road, Cove Row, Cove Street and Hope Square will be closed to traffic between 8.00am and 6.30pm on both days.
As a result of these closures the following measures will take effect:-
(a) In order that access is maintained to and from Nothe Parade, the No Entry Order at Spring Road/Horsford Street will be revoked between these hours. The alternative route for vehicular traffic will be via North Quay, Rodwell Road, Rodwell Avenue, Spring Road and Hope Street.

(b) Residents parking spaces will not be available in Cove Row, Trinity Road and St Leonards Road during the above hours of closure.

(c) The Trinity Road Sand Jetty will be closed from 8.00am on Saturday 23 May until 10.00am Tuesday 26 May.

3. The Wessex Folk Festival - Saturday 30 May and Sunday 31 May 2015

Trinity Road, Cove Street and Hope Square will be closed to traffic between 7.00am and 10.00pm on both days.
As a result of these closures the following measures will take effect:-
(a) In order that access is maintained to and from Nothe Parade, the No Entry Order at Spring Road/Horsford Street will be revoked between these hours. The alternative route for vehicular traffic will be via North Quay, Rodwell Road, Rodwell Avenue, Spring Road and Hope Street.

(b) Residents parking spaces will not be available in Trinity Road and St Leonards Road during the above hours of closure. The two westernmost residents parking spaces in Cove Row will also be unavailable.

(c) The Trinity Road Sand Jetty will be closed from 12 noon on Friday 29 May until 12 noon Monday 1 June.

4. Military and Veterans' Parade - Sunday 21 June 2015

The following roads will be closed from 10.00am until 1.00pm, although the roads will be opened again as soon as practicable after the Parade, which will march from the Cenotaph near Brunswick Terrace to the Pavilion.
(a) Greenhill (from its junction with Dorchester Road to The Esplanade)

(b) Brunswick Terrace

(c) William Street (from Greenhill to Victoria Street)

(d) Lennox Street (from The Esplanade to Victoria Street)

(e) Astrid Way

(f) The Esplanade (for its entire length)

(g) Pilgrims Way

(h) South Parade

(i) Belle Vue

As a result of these closures the One Way Traffic Order in Custom House Quay will be suspended from 10.00am until approximately 1.00pm to allow vehicular access to the Port area.
Alternative routes for traffic entering and leaving the town centre will be fully signed and will include a diversion for traffic from the east into Dorchester Road and Weymouth Way and vice-versa for traffic from the south and west. Local diversions within the Town Centre will operate for the duration of the Parade.
The following residents parking spaces will not be available from 2.00am until approximately 1.00pm or until the above roads are open, whichever is the sooner:-
(a) the west side of The Esplanade

(i) from the Royal Hotel to Gloucester Street

(ii) from St Mary Street to East Street

(b) the seaward side of Alexandra Gardens

(c) the east side of The Esplanade from a point opposite New Street to a point opposite East Street

5. Dorset Sea Food Festival - Saturday 11 July and Sunday 12 July 2015

A. Custom House Quay (from South Parade to Town Bridge) and Trinity Road, Cove Row, Cove Street and Hope Square will be closed to traffic on:
(i) Saturday 11 July from 6.00am until 8.00pm

(ii) Sunday 12 July from 8.00am until 8.00pm

The alternative routes for through traffic will be from the east via The Esplanade, King Street, Commercial Road, Lower St Alban Street and St Thomas Street to St Edmund Street and from the west via Commercial Road, Lower St Alban Street and St Thomas Street to St Edmund Street.
B. Custom House Quay, between The Esplanade and South Parade will be closed to traffic from 6.00am on Saturday 11 July until 8.00pm on Sunday 12 July.
As a result of these closures, the following measures will take effect:-
(a) In order that access is maintained to and from Nothe Parade, the No Entry Order at Spring Road/Horsford Street will be revoked between those hours. The alternative route for vehicular traffic will be via North Quay, Rodwell Road, Rodwell Avenue, Spring Road and Hope Street.

(b) The diversion routes through Lower St Alban Street and St Thomas Street will mean that the Prohibition of Driving Order in Lower St Alban Street which starts at its junction with St Nicholas Street will be revoked temporarily between these hours.

(c) Between the hours of 8.00pm on Saturday 11 July and 8.00am on Sunday 12 July the one-way traffic flow in South Parade will be reversed to enable traffic to flow from The Esplanade to Custom House Quay.

(d) Residents' parking spaces will not be available in Custom House Quay (South Parade to Town Bridge), South Parade, Trinity Road (including the Sand Jetty) and Cove Row between 3.00pm on Friday 10 July 2015 and 8.00pm Sunday 12 July 2015.

6. Southwell Street Fayre - Saturday 1 August 2015

Southwell Street, between its junctions with High Street (the Eight Kings mini roundabout) and Church Lane, will be closed to vehicular traffic between Midday and 8pm.
The alternative route for traffic will be via Avalanche Road, Weston Street and Southwell Road.
Access to and from Portland Bill via Southwell Road, Southwell Street, High Street and Portland Bill Road will be unaffected by this road closure.
7. The Weymouth Barrel Challenge - Saturday 22 August 2015

Trinity Road will be closed to traffic between 8am and 8.30pm. As a result of this closure the following measures will take effect:-
(a) In order that access is maintained to and from Nothe Parade, the No Entry Order at Spring Road/Horsford Street will be revoked between these hours. The alternative route for vehicular traffic will be via North Quay, Rodwell Road, Rodwell Avenue, Spring Road and Hope Street.

(b) Residents parking spaces will not be available in Trinity Road during the above hours of closure.

8. Waterfest - Saturday 5 September and Sunday 6 September

2015
Custom House Quay (from The Esplanade to St Mary Street), Trinity Road, Cove Row, Cove Street and Hope Square will be closed to traffic on:
(i) Saturday 5 September from 6.00am until 8.00pm

(ii) Sunday 6 September from 8.00am until 8.00pm

As a result of the Custom House Quay closure, the alternative route for through traffic will be via The Esplanade, King Street and Commercial Road.
As a result of these closures, the following measures will take effect:-
(a) In order that access is maintained to and from Nothe Parade, the No Entry Order at Spring Road/Horsford Street will be revoked between those hours. The alternative route for vehicular traffic will be via North Quay, Rodwell Road, Rodwell Avenue, Spring Road and Hope Street.

(b) Residents' parking spaces will not be available in Custom House Quay (The Esplanade to Town Bridge), in Trinity Road (including the Sand Jetty) and Cove Row between 3.00pm on Friday 4 September

2015 and 8.00pm Sunday 6 September 2015.
9. Beach Motocross - Sunday 11 October 2015

The Esplanade, from the western end of the traffic island fronting numbers 1 to 6 The Esplanade (Devonshire Buildings), eastwards as far as the Pavilion Car Park, will be closed to traffic from 7.00am to 7.00pm. The slip road fronting Devonshire Buildings will be open for access only.
10. Remembrance Sunday - Sunday 8 November 2015

The Esplanade, from William Street to King Street, will be closed to vehicular traffic from 10.00am until 12 noon approximately.
Between 8.00am and 12 noon (approximately) parking will be prohibited on both sides of The Esplanade, between King Street and Lennox Street and also in Astrid Way.
Traffic diversions will also be in effect from 12 noon until approximately 12.30pm on The Esplanade, between King Street and the Kings Statue, for the US Memorial Wreath Laying Ceremony. Local diversions will be fully signed.
11. Weymouth Victorian Shownight - Friday 4 December 2015

(i) The following roads will be closed from 10.30am until 11.30pm:-

(a) St Mary Street (from The Esplanade to St Edmund Street)

(b) New Bond Street

(c) Bond Street (from St Thomas Street to Maiden Street)

(d) St Thomas Street (from School Street to St Alban Street)

(e) St Alban Street (from St Thomas Street to Maiden Street and from Maiden Street to East Street)

(f) New Street (from Bond Street to St Alban Sttreet)

(ii) The following roads will be closed from 2.00pm until 11.30pm:-

(a) St Thomas Street (from Westham Road to School Street)

(b) School Street

(c) Great George Street (from School Street to Westham Road)

Residents' parking spaces will not be available in School Street or in Great George Street (between School Street and Westham Road) between 2.00pm and 11.30pm.
12. I'm Dreaming of Wyke Christmas' Event - Sunday 13 December 2015

The following roads will be closed from 10.00am until 5.30pm
(a) Chamberlaine Road

(b) Wyke Square

(c) Westhill Road (from Chamberlaine Road to Bryants Lane)

(d) High Street (from Chamberlaine Road to Castle Hill Road)

The alternative route for through traffic will be from the north via All Saints Road, Wyke Road, Portland Road, Parkmead Road and High Street and from the south via High Street, Gallwey Road, Portland Road, Wyke Road and All Saints Road.
13. New Year's Eve - Thursday 31 December 2015 and Friday 1 January 2016

(a) The Esplanade (part), Weymouth

The Esplanade, between its junctions with New Street and Bond Street, will be closed to traffic from 7.00pm on Thursday 31 December until approximately 7.00am on Friday 1 January 2016.
The alternative route for through traffic will be:-
? from the northern point of closure, via The Esplanade, King Street, Commercial Road, Lower St Alban Street, St Thomas Street, St Edmund Street, Maiden Street, Mitchell Street or Market Street and East Street to The Esplanade and the southern point of closure.

? from the southern point of closure, via The Esplanade, Custom House Quay, Commercial Road and Westham Road to The Esplanade and the northern point of closure.

The residents parking places on both sides of The Esplanade, between New Street and Bond Street, will not be available from 4pm on Thursday 31 December 2015 until 7.00am on Friday 1 January 2016, or until the affected length of road is open, whichever is the sooner.
Pedestrian access past the closed off area of The Esplanade will be available at all times.
(b) Maiden Street, Weymouth

Maiden Street (between Market Street and Bond Street) and Bond Street (between Maiden Street and The Esplanade) will be closed to traffic from 8pm on Thursday 31 December 2015 until 6am on Friday 1 January 2016. The alternative route for through traffic to the Esplanade will be from Maiden Street via Market Street and East Street. For the duration of the road closure, Market Street will become one way, from Maiden Street to East Street.
(a) Brewers Quay
Cove Street and Hope Square will be closed to traffic from 4.00pm
Thursday 31 December 2015 until 2.00pm Friday 1 January 2016.
Vehicular access through Hope Square will be via Cove Row and Hope
Street.
14. Residents Parking Schemes

For the duration of the Quayside Music Festivals and Tea on the Quay, Permit Holders for Zone F will be permitted to park in any available pay and display space in Melcombe Regis, Park Street and Pavilion car parks free of charge;
(a) From 5.00pm on Saturday 4 April 2015 until 9.30am on Monday 6

April 2015,
(b) From 5.00pm on Saturday 2 May 2015 until 9.30am on Monday 4

May 2015,
(c) From 5.00pm on Saturday 23 May 2015 until 9.30am on Tuesday 26 May 2015,

(d) From 5.00pm on Saturday 18 July 2015 until 9.30am on Monday 20 July 2015, and

(e) From 5.00pm on Saturday 29 August 2015 until 9.30am on Tuesday

1 September 2015.
For the duration of The Fayre in The Square Permit Holders for Zone L will be permitted to park in the Council Offices Car Park from 4.00pm on Saturday 23 May 2015 until 8.00am on Tuesday 26 May 2015 or alternatively in the Nothe Car Park from 4.00pm on Friday 22 May 2015 until 10.30am on Tuesday 26 May 2015.
For the duration of the Wessex Folk Festival Permit Holders for Zone L will be permitted to park in the Council Offices Car Park from 4.00pm on Friday 29 May 2015 until 8.00am on Monday 1 June 2015 or alternatively in the Nothe Car Park from 9.30am on Friday 29 May 2015 until 9.30am
on Monday 1 June 2015.
For the duration of the Military and Veterans' Parade and, subject to availability, Permit Holders for Zones A & C, C, F and H will be permitted to park in any available pay and display space in Melcombe Regis, Park Street, Lodmoor, Swannery and Pavilion car parks, free of charge from
4.00pm Saturday 20 June 2015 until 9.30am on Monday 22 June 2015.
For the duration of the Dorset Sea Food Festival and, subject to availability, Permit Holders for Zone L will be permitted to park free of charge in any available pay and display space in the Council Offices Car Park from 4.00pm Friday 10 July 2015 until 8.00am Monday 13 July 2015 or alternatively in the Nothe Car Park from 4.00pm Thursday 9 July
2015 until 9.30am Monday 13 July 2015. Permit Holders for Zone F will
be permitted to park in any available pay and display space in Melcombe Regis, Park Street and Pavilion car parks free of charge from 9.30am on
Friday 10 July 2015 until 9.30am on Monday 13 July 2015.
For the duration of the Weymouth Barrel Challenge Permit Holders for Zone L will be permitted to park in the Council Offices Car Park from 4.00pm on Friday 21 August 2015 until 11.00am on Sunday 23 August 2015 or alternatively in the Nothe Car Park from 9.30am on Friday 21 August 2015 until 11.00am on Sunday 23 August 2015.
For the duration of Waterfest and, subject to availability, Permit Holders for Zone L will be permitted to park free of charge in any available pay and display space in the Council Offices Car Park from 4.00pm Friday 4 September 2015 until 8.00am Monday 7 September 2015 or alternatively in the Nothe Car Park from 4.00pm Thursday 3 September 2015 until 9.30am Monday 7 September 2015. Permit Holders for Zone F will be permitted to park in any available pay and display space in Melcombe Regis, Park Street and Pavilion car parks free of charge from 4.00pm on Thursday 3 September 2015 until 9.30am on Monday 7 September 2015.
For the duration of the Weymouth Victorian Shownight event and, subject to availability, Permit Holders for Zone H will be permitted to park in any available pay and display space in the Melcombe Regis, Park Street and Swannery car parks, free of charge from 5.00pm Thursday 3 December 2015 until 9.30am on Saturday 5 December 2015.
For the duration of the New Year's Eve celebrations and subject to availability, Permit Holders for Zone F will be permitted to park in any pay and display space in the Melcombe Regis, Park Street and Pavilion car parks free of charge from midday on Thursday 31 December 2015 until 6.00pm on Friday 1 January 2016.
Except where specially mentioned during the Quayside Music Festival
event and the New Year's celebrations on The Esplanade where there will be restricted pedestrian access, pedestrian access to all roads at each event will be available at all times.
The Order will come into effect on Saturday 4 April 2015 and will remain in force until Saturday 2 January 2016. A copy of the Order can be inspected at the Council Offices, Weymouth, during normal office hours.
